Beneficiaries

The fund may be applied by: 

• active farmers, registered with the Chamber of Commerce; 
• farmers' associations, registered with the Chamber of Commerce.

Those who adhere for the first time or in the five years prior to the date of publication of the BURP of the Notice to the Quality Systems provided for in Art. 16 paragraph 1 letter a) b) of EU Reg. 1305/2013.

Objectives 

Making local producers adhere to the quality regimes established by Community Regulations and/or recognized in Italy, to increase their competitiveness on local, national and international markets.

Selection principles

The assessment of Submeasure 3.1 requires a subdivision into macro-criteria, a minimum eligibility score of 15 and a maximum score of up to 100 points, as defined for:

• type of operations activated, with a maximum score of 30 points, and referring to the quality scheme, art. 16 of EU Regulation 1305/2013, paragraph 1 letter a) or b) recently recognized; 
• beneficiaries with a maximum attributable score of 70 points, and so divided:
  • adhesion/Beneficiary to other measures of the 2014/2020 RDP, specifically 4, 6, 9 (max 30 points);
  • production sector concerned (cereals, floriculture, dairy, olive, fruit and vegetable, wine, livestock) (max 20 points);
  • young farmer not more than five years old (max 15 points);
  • participation in a supply chain agreement concerning productions belonging to the Quality Regime (max 5 points).

In this case, the territorial scopes do not provide for any relevance in the attribution of the score. In the event of a tie between several beneficiaries, priority will be given to those with the lowest age.

Eligible expenditure 

The financing covers the costs incurred for: 

• registration for the first year under the quality scheme; 
• maintaining controls in the system; 
• analyses provided for in the production specification, in the certification body's control plan or in the self-control plan, as well as the standard sustainability costs necessary to adhere to the Quality Regimes and provided for in the production specifications. 

Scope of financing 

The support provides for a maximum annual aid of € 3,000 per company for the first 5 years of membership; support will be 100% of eligible expenditure.
