Beneficiaries – CALL 2023

The sub-measure 6.4 can benefit farmers who carry out the agricultural activity pursuant to art. 2135 of the Civil Code or their family assistants if members of a family business established pursuant to art. 230 bis of the Civil Code, individually or in partnership, who diversify their business by starting and/or developing non-agricultural activities. The family assistant must be, within the agricultural enterprise for which he collaborates, an active unit registered with INPS.

On the date of submission of the DdS, the applicant must meet a series of requirements for the entire duration of the financed operation, including:

• be an "active farmer", in accordance with current legislation, and for young people on their first settlement, become one within 18 months from the date of settlement;
• be registered with the Chamber of Commerce as an active agricultural enterprise;
• not be a firm in difficulty within the meaning of Community legislation on state aid for rescuing and restructuring firms in difficulty;
• absence of serious crimes against the State and the European Community;
• regularity of contributions;
• absence of impediments to the release of non-interdictory anti-mafia information;

Objectives

Enhance the multifunctional role of farms, supporting the diversification of activities that favor an increase in income for farms.

Selection principles

The 2023 call for sub-measure 6.4 provides for a subdivision into macro-criteria, a minimum eligible score of 30 points and a maximum score that can reach 100 points, defined as follows for:

• territorial areas, with a maximum score of 20 points: in the scores priority will be given to companies located in areas classified as "Intermediate rural areas - C" and "Areas with overall development problems - D" and in "Areas falling within an infected delimited area from Xylella fastidiosa
• The macro-criterion relating to the beneficiaries provides for the recognition of the bonus equal to 25 points for the qualification of IAP
• The company size provides for a maximum attributable score of 10 points, correlated to the economic size of the company; adherence to the organic and integrated regimes provides for the attribution of 15 points, 12 to the PDO and PGI regimes and 8 to other quality regimes
• •The feasibility of the interventions proposed in the support application, differentiated in the definitive/executive project, provides for a maximum recognition of 30 points

In the event of equal scores among several applicants, priority will be given to female applicants. Following a further tie in scores, priority will be given to subjects with a younger age.

Eligible expenditure

The call for sub-measure 6.4 - 2023 allows you to:

• modernize existing premises or expand them up to a maximum of 20% (the techniques and forms adopted for modernization and expansion must respect the landscape);
• purchase equipment for agritourism hospitality, including IT equipment;
• create functional ancillary structures for the agritourism activity according to the criteria established by art. 4 of the Regional Law 42/2013;
• purchase equipment for educational and teaching services, for social and health services (including furniture and computer equipment);
• build new plants for the production of energy from biomass;
• purchase equipment for the production and sale of energy from renewable sources: biomass from by-products, crop residues and wood resulting from forest management, from dedicated agricultural crops, biomass from livestock activity, biomass from by-products of the agri-food industry, for a maximum 1 megawatt.

The loan disbursed will be equal to 50% of the total investment for a minimum expenditure of 30,000 euros and a maximum of 400,000 euros.

Beneficiaries - call 2017 closed

Support may be requested by active farmers or their family members who usually and predominantly work on the holding on an individual or associated basis. 

The company: 

• must not be in financial difficulty; 
• must not have committed serious crimes against the State or the European Community; 
• must be in order with the anti-mafia certification; 
• must be registered or enrolled in the regional list of agritourism operators, and/or in the regional register of educational farms and/or in the regional register of educational forests in relation to the diversification activities already implemented or to be implemented; 
• must present the business plan.

Objectives

Enhancing the multifunctional role of farms by supporting the diversification of activities that promote increased income for families. 

Selection principles

Submeasure 6.4 shall be assessed on the basis of macro-criteria, a minimum permissible score of 30 points and a maximum permissible score of up to 100 points, as defined below:

• territorial scopes, with a maximum score of 40 points and with geographical location with priority to companies located in areas classified as "intermediate rural areas -C" and "areas with overall development problems -D";
• type of operations activated, with a maximum score of 60 points per Increase, with respect to the situation before investment, in the economic performance of the company determined by the proposed investment.

In this case, the beneficiaries do not expect any significance in the attribution of the score. In the event of a tie, priority will be given to Applications for Support that require a lower total investment cost.

Eligible expenditure

The funding helps you to: 

• modernise existing premises or extend them up to a maximum of 20%. (techniques and forms adopted for modernisation and enlargement must respect the landscape);
• purchase the equipment for the agritourism hospitality; 
• to build auxiliary structures for the agritourism activity; 
• purchase equipment for educational and teaching services, for social and health services (including furniture and computer equipment); 
• to build new installations; 
• purchase equipment for the production and sale of energy from renewable sources: biomass from by-products, crop residues and wood from forest management, from dedicated agricultural crops, biomass from animal husbandry, biomass from by-products of the agro-food industry, up to a maximum of 1 MegaWatt. 

Scope of financing

The loan disbursed will be equal to 50% of the total investment for a minimum expenditure of 30,000. 00 euros and a maximum of 400,000. 00 euros.
